Organizational Context and Scope

The International Organization for Migration (IOM), the UN Migration Agency, has 175 member states and upholds the principle that humane and orderly migration benefits both migrants and society. Founded in 1951 and now active in over 400 field locations globally, IOM partners with governments and civil society to: 1. Address operational challenges related to migration and human mobility; 2. Enhance understanding of migration issues; 3. Promote social and economic development through migration; and 4. Safeguard the human dignity and well-being of migrants and mobile populations.

IOM has over 30 years of experience in migration, environment, climate change, and disaster risk reduction (MECR). IOM’s MECR initiatives bolster local and national efforts to prevent and prepare for disasters and associated population movements, offer emergency assistance and protection where displacement is inevitable, and facilitate post-disaster recovery solutions and resilience building.

In line with the IOM Institutional Strategy on Migration, Environment and Climate Change 2021-2030, the Organization pursues three primary objectives for managing environmental migration across all stages of the migration cycle: 1. "Solutions for people to move" – Managing migration within the context of climate change, environmental degradation, and natural hazard-induced disasters. 2. "Solutions for people on the move" – Providing assistance and protection to migrants and displaced individuals affected by climate change, environmental degradation, and natural hazard-induced disasters. 3. "Solutions for people to stay" – Making migration a deliberate choice by building resilience and addressing the adverse climatic and environmental factors that compel movement.

The Regional Responses to Climate Displacements in Sub-Saharan Africa (RE2CLID) project aims to strengthen the resilience and self-reliance of Displacement-Affected Communities (DACs) in Sub-Saharan Africa who face risks from disasters, climate change, and environmental degradation. This initiative specifically targets highly vulnerable displacement-affected communities in Southern Africa and the Indian Ocean Countries, comprising Malawi, Mozambique, Madagascar, Comoros, Mauritius, and Seychelles (Cluster 2).

The program adopts an area-based approach, focusing on preventing displacement, minimizing its impacts, and resolving existing displacement situations. It emphasizes gender-responsive disaster forecasts and management systems, sustainable natural resource governance, and enhancing the resilience and self-reliance of DACs to achieve lasting solutions. Key activities include bolstering early warning systems, advocating for sustainable land use and natural resource management, and integrating DACs into national and local disaster response frameworks.

By addressing the root causes of climate-induced displacement and fostering inclusive, climate-resilient solutions, RE2CLID seeks to reduce vulnerability and enhance long-term sustainability in affected communities. This initiative aligns with regional and international frameworks, including the Paris Agreement, the Sendai Framework for Disaster Risk Reduction, and the Global Compact for Migration and Refugees.

Under the overall guidance of the Malawi Chief of Mission and the direct supervision of the Programme Coordinator (Southern Africa and Indian Ocean), and in close collaboration with relevant parties, particularly the DTM support teams in the regional office and headquarters, and the IOM country team, the Project Officer (Displacement Tracking Matrix (DTM)) will be responsible for overseeing all aspects of DTM programmatic coordination, implementation, and monitoring in Malawi.

Responsibilities

1. Coordinate and monitor the execution of DTM activities and field assessments, utilizing multi-layered data collection techniques to gather timely information on displacement, vulnerability, mobility flows, and returnee assessments.

2. Participate in the development and implementation of data collection and analysis exercises, ensuring alignment with the DTM strategic and operational plan for both the country and the region.

3. Identify existing gaps and areas for improvement, proposing solutions to enhance data collection and analysis procedures, as well as improving the effectiveness and efficiency of the methodology and processes to maximize DTM field activity performance and contextualization.

4. Produce information products related to DTM, including, but not limited to, analytical and statistical reports, displacement profiles, maps, infographics, guidelines, lessons learned documents, and other pertinent materials.
